The council also signed off on a milestone Tuesday, approving the issuance of up to $70 million in bonds to begin terminal improvements at the Long Beach Airport.  The bonds will be backed only by airport revenues and won't affect the city's general fund or put the city on the hook for any money, officials said.  The Phase I terminal improvements will replace the existing temporary buildings with permanent passenger holdrooms and concession facilities. The project will include 34,750 square feet of new construction and 6,500 square feet of remodeled space.  City officials expect to break ground in January.
